Vision

Our vision is to improve our community by the creation and operation of a community park.

The park will improve our community by;
  • Providing a community gathering place for picnics, weddings, reunions and parties.
  • Providing sporting facilities for team and individual activities for all of our residents.
  • Promoting healthy and fun lifestyle opportunities.
  • Educating the public about the cultural and natural history of our area.
  • Becoming a hub for gatherings and activities for residents of the neighboring towns of Bella Vista, Millville, Oak Run Whitmore and Round Mountain that do not have park facilities.
  • Contributing to the vitality of our community.
  • Developing the park in an as environmentally friendly manner as possible.
Providing these benefits within our own community. Residents must currently travel as far as 10 to fifteen miles to find similar public facilities.

Access and Location

Our park location will have easy-to-see access and linkage. The 18.23-acre site is located in the heart of Palo Cedro one block east of Deschutes Road and Old 44 Dr. on Cedro Lane. The park will lie within two blocks of our two high schools. Having a park in this location will provide open space in the center of town as Palo Cedro grows and develops. Through our park we intend to maintain the sense of community, peace and tranquility that attracted us to Palo Cedro in the first place.

Overview

The Palo Cedro Community Action Team (PCCAT) is organized for the single purpose of developing and operating a community park that will include recreational facilities such as:
  • Soccer and baseball fields
  • Tennis, basketball and bocce ball courts
  • Kiosks containing historical information about the community
  • Picnic and barbecue areas
  • Walking paths
  • Preservation of natural plants, trees and wetlands
The 18.23 acres set aside for the project is owned by the PCCAT. The team is now focused on Phase I of the three phase implementation plan.

Organization Structure

Operating as a non-profit 501(c)(3) organization, PCCAT is managed by a Board of Directors made up of eleven local volunteer citizens of Palo Cedro and surrounding areas. Their responsibilities are listed in the PCCAT Bylaws.

In addition to the board of directors, there are sub-committees to focus on critical areas of the project such as:
  • Fundraising- leading the efforts in raising money through various activities such as grant requests, parades, holiday events, etc.
  • Advertising, Marketing & Communications- getting the word out through community meetings, print ads, flyers, etc.
  • Park Construction- grading, clearing, drainage, concrete, fencing and Site Plans

Phase I

Oct 1, 2008

  • Site Preparation and Grading: Grading property per drainage plan, installing culvert under entrance, excavating for electric, water and sewer and install watering system
  • Prepare Parking Area- grade and lay road base
  • Install Entrance Gate and start fencing
  • Clean up of trees and shrubs
  • Provide restroom facilities (Port-a-Potty)
  • Place a few picnic tables with access paths
Phase 2

Oct 1, 2009

  • Install picnic tables and barbeques with 2 large covered areas
  • Construct first restroom, Provide trash receptacles
  • Develop walking trails and bridges over waterways
  • Begin paving parking area
  • Install two playgrounds, drinking fountains and soccer field
  • Construct wedding gazebo and stage (donated), Community Clubhouse
Phase 3

Oct 1, 2010

  • Construct horseshoe and bocce ball areas
  • Develop kiosks:  Bee display, train depot, track and railroad display
  • Develop baseball/softball field, tennis courts and basketball courts
  • Add a 2nd restroom facility

Project Readiness

We have three architects who have volunteered to draw up plans for the park. We have two horticulturists who will create and preserve natural ecosystems. It is our intention to keep the natural beauty, which will keep maintenance at a minimum. We have numerous professional volunteers to build and develop. We have local businesses that will donate heavy equipment, paving material, rock or compost, lawn seed, plants and trees. We have a volunteer grant writer and a grant committee, which attends the Grant Resource Center of Northern California. It is our intention to unify all the various volunteer groups and individuals in the construction and maintenance of our park.
